Umpire Manual

The Umpire Manual will not be printed starting in 2018.  The USA Softball National Office will publish the manual in pdf form and is available on their website.  This allows them to make needed enhancements to the umpire manual easily and at any time.  It also allows updates to any errors on an ongoing basis and highlight things that they may see being done incorrectly during the year.  If wanting a printed version, you will need to download the file and print a copy.  A link to the manual is located at the bottom of this page.

COSUA Dues

The dues has stayed the same for 2021.  Total amount due will be $70 ($45 State and $25 Local).  If you paid the $25 local fee last year, then not required to pay this year.  Each umpire will do their own background check starting in 2021.  See below for umpire application.

Sports Officials Insurance Plan

The Sports Officials Insurance Plan is a supplement to the USA Softball insurance with one benefit being the recovery of lost game fees in the event of an injury.  The cost is $25 and we need a minimum of 10 umpires to enroll.  If the plan is renewed before April 1, the effective date of the policy will be January 1, 2021.  Please let me know if you are interested or need more details.  Click here for more information about the plan.

Background Check

All umpires are required to complete the background check from USA Softball for 2021.  The cost is $14 and must be taken at www.registerasa.com   Payment can be made by Visa, Master Card or Discover.  On your first time logging into the site, you must create a profile.  Click the Create Profile icon circle on the homepage.  This is where you will establish a username and password.  Write down the password in your files.  You will use the same username and password each year.  This will be an annual requirement.  You will receive a card in the mail once the background check is completed and approved.  The background check is good from 1-1-21 thru 12-31-21.

All umpires will need the following four items for 2021:
1. USA Softball Sanction Umpire Card
2. Ohio Concussion Certificate
3. USA Softball Background Check Card
4. SafeSport Certificate

Keep these with you at all time.  Take them with you to the diamonds.  You must be able to show them when asked by tournament or league directors and UIC’s.

Click on this link for power point instructions on background checks.

Concussion Certificate

All ASA contest officials officiating youth sports (students younger than 19) must complete either the NFHS or the CDC concussion course listed below OR possess the Pupil Activity Program Permit (PAPP).  Beginning April 26, 2013 officials must be prepared to show either their PAPP or a certificate of completion for one of the online courses to a school official or assignor when requested.  ASA advises that officials carry evidence of completion of one of these training options at all times while officiating during the sports season.  Complete concussion course offered by the National Federation of State High School Associations (NFHS).  The certificate is good for three years.

I need a copy of the certificate for my records.
